Why

Anonymity is a vulnerability, not a feature.

The Problem with Anonymity

Tor grants anonymity by default. Accountability disappears with it, which is why the network hosts markets for illegal goods and content. A bad actor you cannot identify is a bad actor you cannot exclude. Anonymity is the layer that makes it possible.
